概要

　本シンポジウムでは国家としてインクルーシブ教育を強く推進し、一定の成果をあげているスコットランドに注目し、同国の教育庁においてアドバイザーとして制度設計等に関わったラニ・フロリアン氏を招き、インクルーシブ教育の実現に向けた機運をより高める機会としたいです。
　同氏は日本語でも翻訳されている『インクルーシブ教育ハンドブック』の編著者でもあり、国際機関等でもインクルーシブ教育を強く推進してきた方であります。シンポジウムではフロリアン氏のほか、文部科学省中央教育審議会の教育課程企画特別部会委員である野口晃菜氏、先の翻訳書の監訳者の一人である倉石一郎氏、日本の特別支援教育について高い専門性を有する本学の鈴木英太講師も登壇し、活発な議論を行う予定です。
　多様性の包摂は、現在進められている学習指導要領改訂の理念の一つといえます。日本の学校においていかにしてこれを実現できるのか、みなさんと考えるきっかけになれば幸いです。

This symposium turns our attention to Scotland, a country that has vigorously promoted inclusive education at the national level and achieved tangible results. We will invite Professor Lani Florian (Professor Emerita, University of Edinburgh), who has served as an supervisor to Education Scotland on policy and system design, with the aim of ufrther building momentum for the realization of inclusive education in Japan.

Professor Florian is also the editor of the internationally acclaimed Handbook of Special Education (available in Japanese translation) and has been a leading proponent of inclusive education within international organizations. In addition to Professor Florian, the program will feature Ms. Akina Noguchi, member of MEXT’s Special Subcommittee on Curriculum of the Central Council for Education; Professor Ichiro Kuraishi, one of the supervising editors of the Japanese translation noted above; and Lecturer Eita Suzuki (Kyoto University of Education), an expert on Japan’s special needs education. We anticipate a lively exchange of ideas.

Embracing diversity is one of the guiding principles of the ongoing ervision of Japan’s national curriculum guidelines. We hope to consider, together with many participants, how this can be realized in Japanese schools.

基調講演「インクルーシブ教育をいかに実現するか」Keynote Lecture — “How Do We Realize Inclusive Education?”

ラニ・フロリアン氏（エディンバラ大学名誉教授） Lani Florian, Professor Emeritus, University of Edinburgh

　ラニ・フロリアン先生は、障害のある子どもや多様な背景を有する子どもを含めた、すべての子どもの教育効果を高める「インクルーシブ・ペダゴジー（包摂的教育学）」と、インクルーシブ教育のための教員養成の取組で、世界的に著名な研究者です。「ともに学ぶ」インクルーシブ教育の実践は、学級や学習に悪影響を及ぼすという考え方を否定し、インクルーシブと学習目標達成が両立できることを研究成果と実践で立証されてきました。また、多くの国やUNICEF、OECD、欧州評議会など国際機関のインクルーシブ教育プロジェクトに関わり、精力的に指導、助言をされています。フロリアン先生の研究成果は、世界各国の学校現場で活用され、また多くの大学の教員養成カリキュラムに採用されています。著書に、国際的に高く評価されている『インクルーシブ教育ハンドブック』（邦題）など。

Professor Lani Florian is internationally renowned for her work on inclusive pedagogy, which enhances educational outcomes for all learners—including children with disabilities and those from diverse backgrounds—as well as for her contributions to teacher education for inclusion. Her research and practice counter the assumption that “learning together” harms classroom learning, demonstrating that inclusion and high achievement can indeed coexist. She has contributed energetically to inclusive education projects in many countries and with international organizations such as UNICEF, the OECD, and the Council of Europe, providing guidance and advice. Her research has been applied in schools worldwide and incorporated into many universities’ teacher education curricula. Her publications include the internationally esteemed Handbook of Inclusive Education (Japanese edition title).

倉石　一郎氏（京都大学大学院人間・環境学研究科教授）Ichiro Kuraishi, Professor, Graduate School of Human and Environmental Studies, Kyoto University

1970 年兵庫県生まれ。京都大学大学院人間･環境学研究科博士後期課程修了。博士（人間･環境学）。東京外国語大学を経て、京都大学大学院人間・環境学研究科教授。専門は教育学・教育社会学。著書として『媒介者とマイノリティの教育社会史―人と教育をつなぐ』（編著、昭和堂、2025 年）、『みんなでつくるインクルーシブ教育』（共著、アドバンテージサーバー、2023 年）、『教育福祉の社会学―〈包摂と排除〉を超えるメタ理論』（明石書店、2021 年）、『増補新版 包摂と排除の教育学―マイノリティ研究から教育福祉社会史へ』（生活書院、2018 年）など、訳書にL・フロリアン編『インクルーシブ教育ハンドブック』（共監訳、北大路書房、2023 年）などがある。

Born in Hyōgo Prefecture in 1970. Completed the doctoral program at the Graduate School of Human and Environmental Studies, Kyoto University. Ph.D. (Human and Environmental Studies). After serving at Tokyo University of Foreign Studies, currently Professor, Graduate School of Human and nvironmental Studies, Kyoto University. Specializes in education and the sociology of education. Published books include “Social History of Education on Mediators and Minorities: Coneecting Human and Education” (Ed., Shōwadō, 2025), “Inclusive Education Bulit by All of Us” (Co-authored, Advantage Server, 2023), “The Sociology of Educational Welfare—A Meta-Theory Beyond Inclusion and Exclusion” (Akashi Shoten,2021), and “An Educational Study on Inclusion and Exclusion 2nd Edition: from Minority Studies to the History of Education-Welfare in Japan”(Seikatsushoin,2018).Translations include L. Florian (ed.), Handbook of Inclusive Education (co-supervised Japanese translation; Kitaōji Shobō,2023).

野口　晃菜氏（一般社団法人UNIVA理事）Akina Noguchi, Director, UNIVA (General Incorporated Association)

博士（障害科学)/ 一般社団法人UNIVA 理事。小学校6 年生の時にアメリカへ渡り、障害児教育に関心を持つ。高校卒業後に日本へ帰国、インクルーシブ教育について研究。小学校講師、民間企業を経て、現在一般社団法人UNIVA 理事として、学校や教育委員会と共にインクルーシブ教育を推進している。文部科学省の中央教育審議会教育課程企画特別部会委員など。共著に「差別のない社会をつくるインクルーシブ教育―誰のことばにも同じだけ価値がある」（学事出版）など。

Ph.D. (Disability Science) / Board Member, UNIVA (General Incorporated Association). Moved to the United States in sixth grade, where she developed an interest in education for children with disabilities. After graduating from high school, she returned to Japan and pursued research on inclusive education. Following roles as an elementary school instructor and in the private sector, she now serves as a board member of UNIVA, promoting inclusive education in collaboration with schools and boards of education. Public appointments include Member of the Special Subcommittee on Curriculum Planning under the Central Council for Education (MEXT), among others. Co-authored works include Inclusive Education for a Society Without Discrimination: Every Word Has Equal Value (Gakuji Publishing).

鈴木　英太氏（京都教育大学学びサポート室講師）

京都教育大学総合教育臨床センター講師。修士（教育学）。東京都立大学理学部数学科卒業後、京都府内公立中学校で19 年間勤務する中で特別支援教育を基盤とした教育実践を行う。2023 年からは京都教育大学において研究、相談支援、巡回相談、教員研修等に従事。公認心理師、特別支援教育士SV、臨床発達心理士、UDL-Credential1,2,3(CAST)

Lecturer, Comprehensive Center for Educational Practice, Kyoto University of Education. M.A. (Education). After graduating from the Department of Mathematics, Faculty of Science, Tokyo Metropolitan University, taught at public junior high schools in Kyoto Prefecture for 19 years, implementing educational practices grounded in special needs education. Since 2023, has been engaged at Kyoto University of Education in research, consultation support, outreach consultation, and teacher training. Professional credentials: Certified Public Psychologist; Special Needs Education Specialist (SV); Clinical Developmental Psychologist; UDL-Credential 1, 2, 3 (CAST).
